Regulatory framework

The Regulation on Sustainability Criteria and Greenhouse Gas Emission Reduction for Biofuels, Bioliquids, and Biomass Fuels, as well as the Methodology for Calculating Their Impact on Greenhouse Gas Emissions, has been adopted

The Government of the Republic of Moldova adopted a Resolution approving the “Regulation on Sustainability Criteria and Greenhouse Gas Emission Reduction for Biofuels, Bioliquids, and Biomass Fuels, as well as the Methodology for Calculating Their Impact on Greenhouse Gas Emissions,” which:

  1. Establishes sustainability criteria for biofuels, bioliquids, and biomass fuels in accordance with EU Directive 2018/2001 on renewable energy.
  2. Defines the methodology for calculating greenhouse gas emissions associated with the use of these types of fuels.
  3. Sets minimum requirements for emission reduction:
    • Starting from January 1, 2026, the level of greenhouse gas emission reduction for renewable fuels used in transport must be at least 70%.
  4. Repeals previously used calculation methodologies and introduces new rules for monitoring and reporting greenhouse gas emissions.
  5. Obliges fuel suppliers to provide data on greenhouse gas emissions and the origin of raw materials, thereby strengthening control over compliance with environmental standards.

The Regulation enters into force 12 months after its official publication in the “Monitorul Oficial al Republicii Moldova” (Official Monitor of the Republic of Moldova).

The project for the creation of the Climate Change Information and Management Portal (Public Institution “PIGCSC”) has been adopted

The Government of the Republic of Moldova has approved the project to create the Information and Management Portal on Climate Change (State Institution ‘PIGCSC’). The platform will collect climate data, facilitating access for the public and government authorities to up-to-date information on climate risks and supporting climate change adaptation in the country. The project includes the development of the Regulation on the Organization and Implementation of the Portal, as well as defining its main functions:

  • Continuous collection and updating of climate data
  • Data visualization and processing
  • Interaction with other national and international data systems.

The Government has adopted the Integrated National Energy and Climate Plan.

At the meeting of ministers, the Integrated National Energy and Climate Plan (PNIEC) 2025-2030 was adopted. This document defines the priorities, objectives, and policies for sustainable and affordable energy supply, as well as sets national targets for reducing greenhouse gas emissions.

The plan is based on five key areas:

  • Decarbonization – transition to clean energy
  • Energy efficiency – reduction of energy consumption
  • Energy security – stability of supply
  • Internal energy market – development of competition
  • Research and innovation – support for new technologies

Events

Public Consultations on the Update of the Nationally Determined Contribution

Public consultations on the update of the Nationally Determined Contribution (NDC) 3.0 were held at the Ministry of Environment of the Republic of Moldova. The main goal is to reduce direct greenhouse gas emissions by 71% compared to 1990 levels by 2030. The previous NDC2 target, set on March 4, 2020, aimed to reduce emissions by 70% by 2030.

Consultative Workshop on the Nationally Determined Contribution (NDC)

A consultative workshop on the Nationally Determined Contribution (NDC 3.0) under the Paris Agreement was held at the Ministry of Environment of the Republic of Moldova. Participants reviewed the methodology for setting economy-wide emission reduction targets and discussed further steps to implement climate change mitigation measures. These steps will become part of the Republic of Moldova’s Low-Emission Development Program until 2030 (PDER). The results of the consultations will help finalize NDC 3.0, which will be submitted to the UNFCCC Secretariat.
